Your web page has been corrupted by a hostage virus called 'ransomlock'. I have been caught out by it before, there is an iritating window that follows the screen until you loose patience and click the x box. This will lock your computer and the screen will demand that you pay a fee to some police authority to get your machine unlocked. if you are lucky you can boot up with F8 and in safe mode use System Restore.
