In "Red Route Area" a local council has set up an alternative method of payment for parking offenders who can't pay their fines. Miss Nunn is happy to dish out corporal punishment to anyone who can't afford the customary fine to unclamp their vehicles. When two attractive young women appear at the office with hard luck stories they fall upon deaf ears. "Pay with cash or bare your bottoms" is the statement of the day. So it's knickers down for a good hard paddling followed with a caning administered with the council's seal of approval. Once the girl's bottoms are seen to have plenty of welts, the parking tickets are torn up and clampers are dispatched to release their cars.
