Twisted Dr.Mobius is doing secret experiments with '21' (Giselle Sass) one of the M.A.S.S girls and has brought her to a new level of strength and obedience. With his direction she lifts crazy heavy weights before he commands her to wipe out the staff at the gym.
Dr. Mobius's super fem soldier '21' goes berserk during her frenzied massive weight workout, kills off the gym staff and flees into the woods. Using his remote control to activate the device embedded in her skull Dr. Mobius brings 21 back to his lab only to find she is still confused and pissed and ready to destroy anything and anyone in her path.
Dr. Mobius summons the muscle Amazon 21 back to his lab in an attempt to bring her back under his control but she is hell bent on destroying all in her path. 21 however is unexpectedly distracted by the sudden arrival of the Asian M.A.S.S agent Min Kim whose mission is to bring 21 back to the organization's control. Will Min be able to subdue the muscle behemoth and bring the mad doctor to justice?
